Representative Jim Steinke , (R) Kaukauna introduced the "Justice for Survivor's" bill in response to the 1999 attack at Appleton's Hoover Park. A young woman was stabbed over twenty-times and survived. The "Justice for Survivors" law won't help in crimes committed under the previous laws. But Governor Walker says the new law, combined with advances in criminal investigation will be a winning combination for crime victims.
"There should be no time limit on how far back we can go, particularly when we have the incredible advances when it comes to DNA.," he said.
