Father questions police use of deadly force

APPLETON, Wis. (WFRV) A billboard in the Appleton area is calling attention to police use of deadly force. In 2004, Michael M. Bell's 21-year old son, Michael E. Bell, was shot and killed by Kenosha Police. The shooting was deemed "justified" following a review.
But the Bell family later filed a civil lawsuit. They used their $1.75 million earnings to buy TV ads and billboards to urge for changes to how police investigations are conducted.
"What happens is, you shoot someone, it gets reviewed and it goes away," Bell explains. "Then they shoot again. There isn't a good checks and balance system. No one says 'What could we have done differently so this man isn't dead?'"
The billboard is up in Appleton as a response to a police shooting from august 10th. A review found that shooting to be justified. However, Bell points out, in the last 125 years, all Wisconsin police shootings have been "justified." He says that's a clear sign the system is flawed. Bell believes an independent panel should look into these shootings instead of peers in nearby police departments.
