Six fans mounted their own demonstration just after midnight outside Lambeau Field. They were joined by several more throughout the morning.
Fans driving by on Lombardi Avenue showed their support by honking as they drove by.
Protesters hope the league hears their voices and gets the professional referees back on the field.
"It's cost the NFL a game now. Before it hasn't, you know it's just been mistakes. But now it's a game. That could change the playoff picture," said Seth Wagnitz.
Alicia Schadrie, who marched in the median on Lombardi Avenue agrees.
"The new refs that we do have have no idea what they're doing and they're screwing things up not only for us but for the whole league," she said.
The protesters say their efforts were noticed by Packers Head Coach Mike McCarthy, who smiled as he arrived for work.
