New law targets cell phone use by young drivers

Green Bay, Wis. (WFRV) - A new state law designed to purpose is to making the roads safer by limiting distracted driving takes effect Thursday.
The law will affect young drivers with an instructional permit or probationary license.
They are not allowed to use a cell phone in their vehicle except in an emergency.
"Absolutely, new drivers that are out there are just learning all the ins and outs of driving," Sergeant Pat Dewall of the Appleton Police Department says, "so, its a chance for them to concentrate on that without all the distractions that come with cell-phones."
Wisconsin joins 32 other states that have implemented such a ban.
