Man arrested for sexual assault, strangulation and robbery

Appleton, Wis.(WFRV)--Appleton Police say they're investigating a strong-arm robbery and sexual assault that happened in the 300 block of N. Appleton Street at 2:08 am Thursday, March 7th.


Police tell us a woman reported that a stranger had attacked her and dragged her to a nearby parking lot.  He then repeatedly punched her in the face and attempted to sexually assault her.  The victim also reported being strangled by the stranger.  When a vehicle pulled into the parking lot, the attacker ripped the victim's purse away from her and fled the area on foot.  


While officers were looking for the suspect, a suspicious vehicle was observed circling the immediate area of the incident, several times.  An officer stopped the vehicle for an equipment violation.  The officer contacted the driver and noticed that the passenger of the vehicle matched the description of the suspect.  The passenger provided false information to the officer regarding his identity. Continuing investigation led to the officers discovering the true identity of the passenger and the victim's wallet, in the vehicle that had been stopped.


The male passenger, Perry T. Hulbert (M/B, 10/25/89) was taken into custody at the scene of the traffic stop and was brought to the Appleton Police Department.  Officers determined that Hulbert was currently on bond from Winnebago County for robbery with force and on bond through Outagamie County for several other violations.  Following the Appleton Police Department's investigation Hulbert was confined at the Outagamie County Jail on Battery, Sexual Assault, Robbery, Disorderly Conduct, Obstructing, Bail Jumping and Strangulation charges. 


The Appleton Police Department is requesting assistance from the public for several aspects of this case.  Officers were not able to locate the occupants of the vehicle that disrupted the attack on the victim.  Investigators would like to speak to those individuals regarding what they may have witnessed.  The Appleton Police Department is also attempting to locate the victim's purse.  It is described as being a brown, Coach purse.
